Edward Z. Yang 7bccc24977 [2.1.0] Implement MakeAbsolute URI filter
- Move some directives with complex dependencies to URIDefinition
- Fix a missing extends
- Add hierarchical information to URI schemes
- Fix bug in URIHarness.
