f26cf70152 Birdtest: Refactore tests and build system 
Rename directory:
  birdtest/* -> test/*

Rename Makefile rule:
  build-tests -> tests

Move run-all-test shell script from Makefile to stand-alone shell script

Simplify Makefile test build system
