This is part of the multithreading journey. The parser and lexer were
using loads of global variables and all of these are now packed into
struct cf_context and others.
Note that the config API has changed:
* cfg_alloc[zu]?(size) is now cf_alloc[zu]?(ctx, size)
* cf_error(msg, ...) is now cf_error(ctx, msg, ...)
* config_parse() and cli_parse() are now called differently
* there is a brand new CF_CTX section in *.Y files which participates
in struct cf_context construction
This also includes Bison version check. Versions before 3.0 don't
support them in a reliable way and we don't promise to work with
versions older than 2.4.

Based on squashed Pavel Tvrdik's int-test branch, updated for
current int-new branch.
Also removed the lib-dir merging with sysdep. Updated #include's
accordingly.
Fixed make doc on recent Debian together with moving generated doc into
objdir.
Moved Makefile.in into root dir
Retired all.o and birdlib.a
Linking the final binaries directly from all the .o files.
Previous version of Makefile executed Bison two times (in parallel),
because of two specified targets. I am not sure wheter this is the best
fix.
