Refresh kernel protocol when interface disappears.

Browse Source 
When an interface goes down, (Linux) kernel removes routes pointing to
that ifacem but does not send withdraws for them. We rescan the
kernel table to ensure synchronization.

Thanks to Alexander Demenshin for the bugreport.
