This should be enough from the SGMLtools distribution to make the

SGMLtools happy.

The only symlink you need now is dist/birddoc -> dist/sgmltool. I'm
convinced it could be avoided by renaming the directory instead, but I'd
rather avoid it due to CVS pecularities.
